Position: Senior Analyst

Location: Various (National Capital Region, NC, SC, HI, Germany)

Clearance: Secret to Top Secret/SCI (depends on task assigned), verifiable in JPAS

Period of Performance: Unknown – these positions are being advertised in advance of a soon-to-be released Request for Proposal (RFP); more info to follow once RFP is released!


This is a high-level look at some of the anticipated support requirements. Once the proposal is out, we’ll have more specifics to share – so please apply if you meet the minimum clearance, education and experience requirements and we’ll go from there!


Background and Scope:
This work will be in support of an Army contract that requires the translation of Army Materiel requirements into programs that are synchronized across the domains of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF); coordinating Army efforts with the Joint Requirements Oversight Council (JROC) and Army Requirements Oversight Council (AROC); validating, approving, and prioritizing Army materiel capabilities; and ensuring the integration of materiel capabilities across missions and functional areas. As part of the Planning, Programming, Budgeting, and Execution (PPBE) process, the material portion of the Program Objective Memorandum (POM) will be built.

As a contractor we shall provide on-site strategic, operational and subject matter expertise with a focus on research, analytic, requirements development, programmatic, communications, financial, and liaison services to ensure successful execution of the mission. This also includes expertise on matters associated with Army warfighting capability development and includes expertise on matters associated with reviewing and assessing analysis supporting Army capability development decisions.

  • Support the various Directorate of Materiel (DOM) Divisions
    • Force Development Full Dimension Protection Division
    • Force Development Mission Command Division
    • Force Development Soldier and Maneuver Division
    • Force Development Fires Division
    • Force Development Intelligence Division
    • Force Development Focused Logistics Division
    • Force Development Aviation Division

The Contractor shall also possess the staff skills needed to conduct the necessary reviews and analyses of Joint Capabilities Integration Development System (JCIDS) documents related to the functioning of the Joint Requirements Oversight Council (JROC), Joint Capabilities Board (JCB), Functional Capabilities Board (FCB), Army Requirements Oversight Council (AROC), AROC Capabilities Board (ACB), AROC Review Board (ARB), AROC Functional Council (AFC), Army Marine Corps Board (AMCB), and Army Requirements and Resourcing Board (AR2B).



Education & Experience:
Candidates must have a Bachelor’s Degree. Position requires a minimum of eight (8) years of experience in performing force development related military duties, three (3) of which must be direct Headquarters, Department of Army Staff experience or equivalent.



This contractor and subcontractor shall abide by the requirements of 41 CFR 60-1.4(a), 60-300.5(a) and 60-741.5(a).
