Overview

Position: Source Analyst III - C4/Cyber 

Location:    The Pentagon

Clearance: Top Secret with SCI eligibility.  Must be verifiable in JPAS.

Period of Performance:  Jun 13, 2017 to Jun 12, 2022

 

Source Analysts support the JCIDS processes to include analyzing Combatant Commander, Service, or Defense Agency issues and analyzing capability documents such as ICDs, DCRs, CDDs, CPDs, Joint Concepts, White Papers, & Concepts of Operations (CONOPS).  Further, Source Analysts provide comments and recommendations to Action Officers for consideration and provide written draft assessments of assigned topics, such as identified capability gaps and on-going/future assessments.  Source Analysts will analyze proposals, assess new capabilities, and propose recommendations to fill gaps. 

Responsibilities

Source Analysts shall support studies of combined and joint military operations conducted across the spectrum of war, from theater campaigns to operations other than war.  Study objectives include course of action analysis, operational planning, time-phased force deployment data, feasibility assessments, identifying & managing areas of operational risk, determining force requirements, and developing tactics, techniques, & procedures for tactical & operational problems. 

 

Perform analysis using widely accepted military combat models & simulations, all source intelligence analysis as well as other appropriate operations research techniques.  Source Analysts provide support to gaming activities. Source Analysts interpret, synthesize, and present results & recommendations to senior military/civilian decision makers.  Source Analysts shall be responsible for employing & maintaining selected models and simulations (to include their data bases) specifically designed to analyze some aspect of military operations.  

 

General Skills & Experience:

  • Provide analytical assessments of and facilitation narrowband satellite communication concepts supporting the warfighter
  • Provide analytical support and recommendations to support assessment of JCIDS topics
  • Facilitate and prepare FCB working group recommendations
  • Provide collaboration and coordination for Joint Staff Action Processing on items related to the task being supported
  • Assist in the analysis of Combatant Command Integrated Priority Lists (IPL) in order to address matters relating to the task the contractor is supporting
  • Conduct research activities focused on project requirements and deliverables
  • Participate in conducting Capability Based Assessments (CBAs); assess programming impacts of new capabilities
  • Review/analyze related project reports to ensure accuracy/validity
  • Analyze information using basic statistical and logical methods
  • Report analysis and research results through formal and informal briefings and through formal and informal writing
  • Prepare and participate in the delivery of presentations explaining and defending research and analysis results
  • Works well within a team

 

Task Specific Skills & Experience:

 

The Source Analyst shall:

Support the Joint Staff J6 DDC4/Cyber Aerial and Surface Data Transport portfolio:

  • Complete analysis & assessments of C4/Cyber JCIDS and directed topics – Primary focus is with Aerial and Surface Data transport.
  • Support development of End-to-End Data Transport Architecture/s from the Aerial collector to the warfighter, communications on-the-move concepts, and command and control consumers.
  • Support analysis and assessment of capability integration, development, and production on data transport systems (Family of Systems/System of Systems) to enhance interoperability across the full spectrum of military operations.
  • Coordination of JCIDS and FCB/JCB/JROC Issues.
  • Prepare draft reports, study summaries, formal briefings, &supporting material for senior level officials.
  • Provide analytic & conceptual support to CBAs that range from specific material solutions (such as new system platforms) to non-material change proposals (such as training initiatives).
  • Coordinate with other FCBs to ensure consideration of Joint Warfighting aspects.
  • Provide Joint Staff Action Processing (JSAP) collaboration and coordination on items related to the FCB portfolio.
  • Lead & manage interdisciplinary study teams.

Qualifications

Desired Experience Includes:

 

Joint Staff, Office of the Secretary of Defense (OSD), Service, or Combatant Command experience. Understanding of Joint Staff Requirements Process and in-depth knowledge of the Joint Capabilities Integration and Development System (JCIDS) and the JROC process. Familiarity with Joint Capability Areas (JCAs). Looking for a general background in SATCOM, and a focus on Aerial & Surface data transports; C4 and Cyberspace experience a plus.

 

Required Education And Experience:

  • Bachelor of Science degree from an accredited college or university with a minimum ten (10) years of task related experience,

           OR

  • Graduation from a military command and staff college with a minimum ten (10) years of task related experience (5 of which earned as E-6 or O-3 or above)

           OR

  • A combination of fifteen (15) years of military operational experience ( 5 of which earned as E-6 or O-3 or above).  Operational experience includes planning and executing combined and joint operations at the theater or component level, knowledge of combat arms, all source intelligence analysis, logistics, civil-military operations, and site’s area of responsibility or functional area and task related experience

 

Clearance Requirements: 

Must have current TS clearance (based on SSBI completed w/in the last 5 years) w/SCI eligibility. Clearance must be JPAS verifiable.
