    Title:  Knowledge Engineer II - Net Ready Key Performance Parameter (NR KPP) and Interoperability and Supportability

    Location:  The Pentagon

    Period of Performance: Five-year contract began; June of 2017

    Clearance:  MUST have in-scope Top Secret clearance (active and verifiable in JPAS)





    The Joint Staff, J-6 directly supports the strategic direction for the C4/Cyber Capabilities Functional Capabilities Board (FCB). The C4/Cyber FCB manages specified programs within the Joint Capabilities Integration and Development System (JCIDS) process; and performs analysis and assessments for the other FCBs in a supporting role; on the integration of the Information Technology (IT), to include National Security Systems (NSS) components of other capabilities and programs across the functional area. J-8 seeks to develop the required management structure needed to ensure that future and existing systems, across all domains, support the warfighter and achieve net-centric vision and the Enterprise Services to support warfighters’ needs. 


    The Knowledge Engineer:

    Provides technical consultation and solutions to the client with respect to tracking and archiving information and data, as is relevant to the functional excellence of the Architecture Branch.


    Develops and assesses Net-Ready Key Performance parameter and Joint interoperability products; this includes, but is not limited to: NR KPP Tables, Platform Integration Information Tables, and a conversant knowledge in providing solutions to DODAF 2.02 Architecture products.


    Maintains, administrates, and refines the usefulness and functionality of Branch web sites on both the Intelink/SharePoint and Intellipedia sites.


    Functional Capability Board (FCB) Contract Specific Description Duties and Responsibilities:

    • Support the applicable FCBs, provide technical analysis & architecture review support to insure key documents of the JCIDS process have integrated architecture products, to ensure the DOD understands and evolves the linkages between capabilities and systems, and can make appropriate acquisition decisions and recommendations
    • Support the NR KPP Branch in its efforts to assess JCIDS submissions as part of the NR KPP certification. This includes the review, comment on and make recommendations for NR KPP certification on documents, the NR KPP to include the attributes and objective and threshold values; and architectures submitted as part of the JCIDS process as part of the NR KPP certification
    • Support the FCBs requirement to certify IT and NSS ACAT programs and Defense Business Systems ISPs in terms of the programs’ characteristics and criteria, and with respect to each applicable JCIDS phase of review all in accordance with policies and procedures detailed in the JCIDS Manual
    • The contractor shall review DCRs, CONOPs, ICDs, CDD, CPDs, Statement of Capability, and BCL documents to in support of the NR KPP certification requirement to validate current DODAF architecture data or the optional NR KPP Architecture Data Assessment template and spectrum requirements via KM/DS
    • The contractor shall assist with meeting agendas, meeting minutes, resolve and track actions, and gather input from discussions to update databases

    FCB Task Specific Description Duties and Responsibilities:

    Provides expert technical advice/assistance/guidance based on a combination of education and experience with a focus on Net Ready Key Performance Parameter Certification Assessments and their supporting architectures.

    • Assures the technical & operational accuracy of the material undergoing analysis or assessment
    • Develop NR KPP Certification letter recommendations on ISP & JCIDS documents
    • Review Platform Integration Information Table (PIIT) for inclusion JCIDS documents as applicable
    • Develops, monitors, and updates NR KPP and DODAF Architecture products and Joint interoperability for the Requirements Division / Architecture Branch of the DDC4/Cyber FCB, Joint Staff J-6. This equates to between 300-500 reviews per calendar year.
    • Track documents status & deliverables due dates, submission of NR KPP Certifications, & make recommendations of concurrence/non-concurrence on ISPs
    • Conduct written, email, and face-to-face communication with DOD/Military and Agency representatives (Military, civilian and contractor)
    • Supervise and maintain the tracking and archiving of NR KPP Assessment data

    Preferred skills & experience

    • Understanding of the Requirements Process and in-depth knowledge of JCIDS
    • Background in C4 , Cyberspace, and/or SATCOM operations
    • Service, Joint Staff, Office of the Secretary of Defense (OSD), or Combatant Command (COCOM) experience necessary
    • Experience using Intellipedia and Intelink (NIPR and SIPR)
    • SharePoint Power User training a plus
    • Requires outstanding attention to detail, time management skills and multi-tasking abilities under compressed suspenses
    • Requires excellent written and verbal communication skills



    Masters of Science degree from an accredited college or in Engineering or Computer Science with a minimum of three (3) years of task related experience;


    Bachelor of Science in Engineering or Computer Science with a minimum of five (5) years of task related experience


    Clearance Requirements: 

    Must have current Top Secret clearance, verifiable in JPAS.
