    Position: Joint Urgent Operational Needs (JUONs) Defense Analyst (Functional Area Specialist, Manger)

    Location:  MacDill AFB, Tampa, Florida

    ClearanceTop Secret Clearance w/ SCI eligibility (active and verifiable in JPAS)

    Period of Performance:  Began base year on 9/25/2017; Four option years through 9/23/2022 

     

    Requirements Analysis:

     

    The contractor shall provide technical expertise for the Joint Capabilities Integration and Development System (JCIDS), monitoring the Joint Requirements Oversight Council (JROC), the Functional Capability Boards (FCB) and the Planning, Programming, Budgeting and Execution System(PPBES). Specific duties include:

    • Assist USCENTCOM in developing joint warfighting requirements documents into the Joint Staff / OSD’s Joint Capabilities Integration and Development System 
    • Ensure USCENTCOM requirements are adequately documented, processed, vetted and adjudicated 
    • Assist USCENTCOM in developing, coordinating, and vetting the potential Commanders Integrated Priority Lists (IPL), Program Budget Review (PBR), Joint Urgent Operational Needs (JUONS) and Joint Emergent Operational Needs (JEONS) 
    • Communicate, coordinate, and staff requirements management items with USCENTCOM’s Components, USCENTCOM’s CJTF, and the Service HQ points of contact 
    • Assist USCENTCOM in developing USCENTCOM warfighter requirements documents in support of USCENTCOM issues and priorities 
    • Apply the Joint Capabilities Integration and Development System (JCIDS) process for executing USCENTCOM’s capabilities and requirements products 
    • Download Knowledge Management/Decision Support (KM/DS) tasking’s, prepare Electronic Staff Packages (TMTs) and Joint Staff JCIDS packages; JSAPS responses; and ensure USCENTCOM’s Functional Capability Boards receive, process, and act on JCIDS products 
    • Staff, analyze and coordinate, track management, oversight and recommendations for all USCENTCOM Capability Based Assessments, JUON and JEONS, and other requirements based studies in support of USCENTCOM’s mission
    • Monitor and support the Joint Staff and the Department’s urgent requirements warfighting organizations, processes and procedures (JRAC, JIDA, SIG and WSIG)

    Responsibilities

    Qualifications:

    • Demonstrated experience with DoD requirements processes
    • Subject Matter Expert in Joint Urgent Operational Needs (JUONs)
    • Subject Matter Expert in the Joint Capabilities Integration and Development System (JCIDS)
    • Experience with senior military staff, joint, or interagency planning process

     

    Additional Requirements:

    • BA or BS Degree
    • Self-starter that can ambitiously staff projects from start to finish with minimal guidance
    • Experience with CENTCOM Area of Responsibility (AOR) preferred

     

    Following Knowledge a Plus:

    • Knowledge of CCJ8 Force Application (FA) Functional Capabilities Board Integrator tied to the guidance of CJCSI 3170.01 I and Joint Capabilities Integration Development System (JCIDS)
    • Knowledge of integration of FA-related inputs to USCENTCOM Program Budget Review, Capability Gap Assessment, and Integrated Priority List

    Qualifications

    Security Clearance:

    Applicants must have minimum of Active Top Secret Clearance with SCI eligibility (verifiable in JPAS)
