    Job Title:  Subject Matter Expert - Joint Capabilities Requirements

    Location:  Pentagon

    Status:      Full-time, salaried (exempt)

    Contract:  Support of Joint Staff Functional Capability Boards (FCB); 5-year contract just began on June 13, 2017



    The Joint Requirements Assessment Division (JRAD)  is tasked by the Deputy Director for Requirements (DDR) to provide joint capability analysis to assist the Joint Requirements Oversight Council (JROC) and the Vice Chairman of the Joint Chiefs of Staff (VCJCS) with statutory roles as specified in Title X, USC, Sections 153, 163, 167, and 181.  Specifically, JRAD provides robust analysis and integration within and across capability portfolios, working with and augmenting analysis performed by the Functional Capability Boards (FCBs), to include evaluation of the context of strategic guidance, missions, tasks, threats, capability requirements/gaps, capability solutions, resources, science and technology, operational risk, and the trade-space of cost, schedule, and performance within the Joint Capabilities Integration Development System (JCIDS) process. 


    JRAD also participates with the Office of the Secretary of Defense, Cost Assessment and Program Evaluation (OSD CAPE) in the development of Analysis of Alternatives (AoA) guidance, and assists FCBs in the evaluation of AoA results.  To support all of these efforts, JRAD also develops and matures a set of capability requirement portfolio management tools for use within JRAD, by the FCBs, and by external stakeholders.  JRAD efforts support decision-making by the DDR, the Director, Joint Staff J-8 (DJ-8), the VCJCS, the Undersecretary for Acquisition, Technology, and Logistics (USD, AT&L), Director, CAPE, and other senior leaders in other DoD and IC organizations.


    FCB Contract Labor Category Description:
    This high visibility position is critical to MYMIC’s continued success in the FCB Support Contract.  The SME provides extremely high-level subject matter expertise for work completed in the Joint Requirements Assessment Division. He/She provides advanced technical knowledge and analysis in a number of areas including national security, international relations, military, and operations research systems analysis-related fields, which require doctorate level knowledge of the subject matter.


    Duties and Responsibilities:

    • Applies principles, methods, and knowledge of specific functional areas of expertise to specific task order requirements
    • Provides advice on esoteric problems, which requires extensive knowledge of the subject matter
    • Designs and prepares technical reports, studies and related documents
    • Plans and prepares technical briefings. Supports all aspects of a military organization's research and development policies, objectives, and initiatives
    • Researches new technologies that align with the mission and goals of the military organization


    JRAD Specific Duties and Responsibilities:

    In addition to the tasks described above, the SME  - 

    • As a part of the FCB Support Contract’s most demanding and high visibility task, will continue to foster and build the relationship with the customer
    • Should have a high-level of expertise with JCIDS or components of JCIDS
    • Should have knowledge of Requirements Management and acquisitions
    • Will be personally responsible for numerous high interest topics brought before the JROC, VCJCS, and DDR with important analysis and recommendations
    • Must work quickly and efficiently to meet short turnaround requests by the customer; exceptional writing and communications skills a must!
    • Experience working in Joint Staff and COCOMS highly desired


    Clearance Requirements: 

    Must have current Top Secret clearance (based on SSBI completed within the last five years) with SCI eligibility.  Clearance must be verifiable in JPAS.



    • Retired Field-Grade Officer with a Master’s of Science degree from an accredited college or university in the subject matter discipline as identified in a task order, with Command and General Staff College 
    • Doctorate degree from an accredited university or college in the specific subject matter discipline as identified in the task order 
    • Master’s of Science degree from an accredited college or university in university in the specific subject matter discipline as identified in the task order with a minimum twenty-five (25) years of task related experience

    This contractor and subcontractor shall abide by the requirements of 41 CFR 60-1.4(a), 60-300.5(a) and 60-741.5(a).
