Position:  Software Engineer Location:  Can work remotely or at office in White Plains, MD; will require travel to Pentagon, as needed, so that must be within a commuting distance Clearance: Top Secret (required), verifiable in JPAS Period of Performance:  July 1, 2017 - June 30, 2022   Specific Task Overview: The employee shall maintain and enhance Automated Global Force Management Tool (AGT) and Collaborative Issue Resolution Tool (CIRT) for the Joint Staff, J-8, Forces Division to support the automation and streamlining the production of the “Forces for” Assignment tables. The employee shall utilize Global Force Management Data Initiative (GFM DI) org server data and the Organization and Force Structure Construct (OFSC) to streamline and automate the current staffing process. The employee shall utilize machine-to-machine transfer of authoritative force structure (org server data) for collaboration and utilize Organizational Unique Identifiers (OUID) (also known as an Enterprise Keys) to enable data integration with other systems. The goal is to improve the quality and timeliness of information available to perform Force Management (FM) throughout the Department. This functionality will be supported when the org servers provide the data to AGT to import, via a messaging network or other means, in a format consistent with the current published GFM DI XML standard format. The employee shall maintain and enhance the KM/DS application, built on the COTS application BizFlow to support the JROC and JCIDS processes.

Position:  Knowledge Engineer II - Net Ready Key Performance Parameter (NR KPP) and Interoperability and Supportability   Location:  Pentagon Clearance required:  Yes - Must have current Top Secret clearance, verifiable in JPAS.  We CANNOT upgrade from Secret for this role. Period of Performance:  Five (5) year base contract started February 2017   Introduction: The Joint Staff, J-6 directly supports the strategic direction for the C4/Cyber Capabilities Functional Capabilities Board (FCB). The C4/Cyber FCB manages specified programs within the Joint Capabilities Integration and Development System (JCIDS) process; and performs analysis and assessments for the other FCBs in a supporting role; on the integration of the Information Technology (IT), to include National Security Systems (NSS) components of other capabilities and programs across the functional area. J-8 seeks to develop the required management structure needed to ensure that future and existing systems, across all domains, support the warfighter and achieve net-centric vision and the Enterprise Services to support warfighters’ needs. Three areas will be addressed: 1) integration of all Information Technology (IT) , to include National Security Systems (NSS) components capabilities into the Joint Information Environment (JIE); 2) ownership of the warfighter IT domain portfolios; and 3) governance of the domains and their relationship to JIE. The J-6 C4/Cyber Division is charged with being the Capabilities Integrator. As such, the J-6 C4/Cyber branch implements: Net Ready Key Performance Parameter (NR KPP) certification and Joint Testing Policy.   The objective of this effort is to insure adequate support to the Chairman, Joint Chiefs of Staff Instruction (CJCSI) 3170 and the JCIDS and NR KPP Manuals.   Background: MYMIC LLC ("MYMIC") is tasked to provide an analytical cell that shall provide technical expertise across the spectrum of Functional Capability Board (FCB) functional areas and responsibilities. Specifically, this analysis cell shall be capable of conducting required capability evaluations through assessments and studies to support the analytical underpinning for developing and refining issues that support JROC recommendations. Members of the analytic cell shall also employ their functional and technical expertise in participating in strategy and planning development, programming, and resourcing activities, and a variety of feedback avenues.  This is achieved trhough Portfolio Management, FCB and FCB Working Group support, Support ot other Analyses, Gatekeeper support and use of Portfolio tools.   The Knowledge Engineer: Provides technical consultation and solutions to the client with respect to tracking and archiving information and data, as is relevant to the functional excellence of the Deputy Director C4/Cyber Requirements Division Architecture Branch.  Develops and assesses Net-Ready Key Performance parameter and Joint interoperability products; this includes, but is not limited to: NR KPP Tables, Platform Integration Information Tables, and a conversant knowledge in providing solutions to DODAF 2.02 Architecture products.  Maintains, administrates, and refines the usefulness and functionality of Architecture Branch web sites on both the Intelink/SharePoint and Intellipedia sites.  Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks.

Position:  Senior Software Engineer (2 openings) Location:  The Pentagon Clearance:  Top Secret Key Requirements:  Must have OR BE WILLING TO GET Security+ certification, PLUS an OS/CE certification, such as MCSE, CCNA or other related cert Period of Performance: This work is available now up to June 16, 2018; once this work is done, ONE Senior Software Engineer could be moved over to a long-term contract we have in place that is good through June 30, 2022; this follow-on work can then be done remotely or at an office in White Plains, MD (but employee must still be within commutable distance to the Pentagon for meetings/on-site work, as needed)   Background:  The Knowledge Management / Decision Support (KMDS) Version 2 provides Joint Capabilities Integration and Development System (JCIDS) stakeholders a decision making foundation based on key pieces of functionality – Document and Data Repository; User Action Inbox; System Directory; Capability Requirement Document Submission, Staffing, and Commenting; Integrated Joint Requirements Oversight Council (JROC) Calendar; Studies; Advanced Search; Functional Capabilities Boards (FCB) home pages and dashboard; Capability Gap Assessment (CGA); End-to-End Joint Urgent/Emergent Operational Need Processing (JUON/JEON); and Joint Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy Change Request (DCR) Tracking. The Joint Staff migrated from a custom Oracle-based solution to the current version in 2013. The migration deliberately did not address data quality, and KMDS v2 suffers from different data standards from the migration and poor data quality overall. In addition, poor records management processes have inhibited users’ ability to distinguish archived working documents from the final documents. Metadata for documents is also stored within .bin files, restricting the ability of the system to present data across capability requirement portfolios in any meaningful way. In general, the situation limits the ability to find meaningful information outside of the capability requirement document staffing process.   Specific Task Overview: The scope of this project is to transition existing data from KMDS v1 and KMDS v2 to a new data standard.

Period of Performance:  Jun 13, 2017 to Jun 12, 2022   Source Analysts support the JCIDS processes to include analyzing Combatant Commander, Service, or Defense Agency issues and analyzing capability documents such as ICDs, DCRs, CDDs, CPDs, Joint Concepts, White Papers, & Concepts of Operations (CONOPS).  Further, Source Analysts provide comments and recommendations to Action Officers for consideration and provide written draft assessments of assigned topics, such as identified capability gaps and on-going/future assessments.  Source Analysts will analyze proposals, assess new capabilities, and propose recommendations to fill gaps.

Position: Alfresco Software Developer Location:  Pentagon Clearance:  Top Secret, verifiable in JPAS Period of Performance:  12/17/2017 - 6/6/2018 (A new RFP is anticipated by end of POP to bid for a long-term contract on this effort)   The eDocument, Task and Records Management (eDTRM) solution resides on the Joint Solution Provider (JSP) SIPRNet and NIPRNet Domains. The scope of this project includes the Operations and Maintenance (O&M) support and administration of the Enterprise Records Management (ERM) applications. The ERM application is supported on a Linux platform that is based on Alfresco Enterprise Content Management Repository and SQL Server 2012 R2 Database. The need is to maintain this system providing service sustainment support, engineering and deployment support, and project management and application accreditation support.    O&M includes running operational components designed for administrators and/or operators, monitoring and maintaining the operational integrity of the system during operation cycles, configuration management, address defects or minor enhancements within the O&M context, communicating with external organization, and tracking activities performed through logs, status reports, matrices, and available statistical information and analysis.
